Is this the right service for you?

OUPS Coordination fits a property owner or contractor in one of these situations:

  • You’re planning any excavation project and need the required Ohio 811 ticket placed before digging can legally begin.
  • You have a project timeline and need someone tracking the required advance notice window so excavation isn’t delayed or started too early.
  • You’re not sure what has to be marked and want the public gas, electric, water main, sewer main, cable, and fiber lines identified before crews are on site.
  • A previous project stalled because a ticket wasn’t placed in time or expired before digging started, and you want that managed properly this time.
  • You want one point of contact handling the OUPS ticket instead of calling it in yourself and tracking the timeline on your own.

This service is closely related to, but distinct from, our Utility Locating Coordination page. OUPS Coordination handles the mandatory public utility locate, gas, electric, water main, sewer main, cable, and fiber lines that the affected utility companies (or their locating contractors) mark in response to the OUPS ticket. Transit & Flow does not perform those public utility marks ourselves; our role is placing the ticket, coordinating timing so excavation doesn’t start before the legally required marking window closes, and coordinating around what gets marked once it’s on the ground. Utility Locating Coordination is the additional step for private lines OUPS does not cover, things like a private water or sewer lateral, irrigation lines, invisible fence wire, or a private electrical run to a detached garage. Most excavation projects need both, and we typically coordinate them together on the same timeline.

How pricing works

OUPS Coordination is scope-based, range pricing. What affects the price:

  • Number of tickets required. A single residential dig usually needs one ticket, while larger or phased projects may need multiple tickets as the work area or timeline changes.
  • Project complexity. Sites with dense utility infrastructure nearby, or projects near multiple property lines, can involve more coordination between utility companies during the marking window.
  • Timeline management. Ohio law requires the OUPS ticket be placed at least two full working days before excavation begins. We manage that lead time against your project schedule, and re-ticket if the project is delayed past the ticket’s valid window.
  • Coordination with private locating. When a project also needs Utility Locating Coordination for private lines, we typically schedule both together, which is reflected in the combined coordination scope.

As general context, and this is public law rather than a Transit & Flow Group quote, Ohio’s 811/OUPS system requires that a locate ticket be placed at least two full working days before excavation begins, giving affected utility companies time to mark their public lines. Enter your project details and photos in the Estimate Builder for a preliminary online estimate. Final scope and price subject to verification on site.

What’s included

  • Placing the required OUPS 811 ticket for your project’s excavation area
  • Tracking the legally required advance notice window against your planned start date
  • Monitoring ticket status and re-ticketing if your project timeline shifts and the ticket expires before digging starts
  • Coordinating with your excavation schedule so work doesn’t begin before public utility marks are complete
  • Reviewing what gets marked on site and flagging anything unclear or missing before excavation begins
  • A written record of the ticket, the marking window, and what was marked for your project file

What’s not included

  • The physical marking of public utility lines, which is performed by the affected utility companies or their locating contractors in response to the OUPS ticket, not by Transit & Flow
  • Identification or marking of private lines (irrigation, invisible fence, private laterals, private electrical runs), which is handled under our separate Utility Locating Coordination service
  • Excavation work itself, scoped and priced separately
  • Repair or relocation of any utility line, public or private
  • Resolving disputes with a utility company over marking accuracy, though we will flag discrepancies for follow-up

Central Ohio context

Central Ohio’s density of underground infrastructure makes OUPS Coordination a genuinely load-bearing step rather than paperwork for its own sake. Columbus and its surrounding suburbs sit over decades of layered gas, electric, water, sewer, cable, and fiber installations, and older neighborhoods like German Village, Clintonville, and Bexley can have utility routing that doesn’t match what a homeowner assumes based on meter or hydrant locations. Newer development in areas like Dublin, New Albany, and Grove City tends to have cleaner utility mapping, but still requires the same mandatory ticket and marking window before any excavation, regardless of how new the infrastructure is.

Missing or mistiming the OUPS window is one of the most common ways excavation projects lose time in Central Ohio, whether that means digging before marks are in place (a legal and safety problem) or a ticket expiring during a weather delay and needing to be reissued. Managing that timeline against a real construction schedule is most of what this service is about.

Our process

  1. Describe your project online. Excavation area, planned start date, and project type go into the Estimate Builder for a preliminary online estimate.
  2. Ticket placement. We place the OUPS 811 ticket for your project, timed against the required two full working day advance notice.
  3. Marking window monitoring. We track ticket status while affected utility companies mark their public lines, and re-ticket if your timeline shifts.
  4. Pre-excavation review. We walk the marked area with you or your crew before digging starts to confirm marks are complete and legible.
  5. Handoff to excavation. Once the ticket’s requirements are satisfied, excavation can begin on schedule, coordinated with any Utility Locating Coordination work for private lines.
